Hello group,

Just to add some data to the discussion, when I was a Pentagon Police Officer 
a few years back, I saw a US Park Police officer in Lyndon Johnson Grove 
across the water channel from north parking at the Pentagon.  I stopped by to 
check on him and he was writing parking tickets.  I was interested on what format 
park police was using to writing parking tickets and asked the officer.  He 
indicated he was writing the violation on a District of Columbia ticket because 
the park lies on the DC side of the boundary channel.
