[Scan-DC] shooting at Dept. of Agriculture

This was part of a pretty large drill today. There was also a 'body at the
Vietnam memorial next to a suspicious package' Also the 'Mayor is being
secured' and 'we are declaring a mass casualty incident'

Appears to have been a shooting inside the Dept.
of Agriculture building at 14th & Constitution NW.
Lots of seldom heard MPD channels in use.
