[Scan-DC] VSP Questions (was Snowplows)

1.  I've confirmed with the Chesapeake comm center that KIW36 is their call 
sign.  Why is the other one listed?  Not really sure!

2.  Chesapeake is the only division that is still using the M5xx numbers for 
Motorist Assistance units.  Why is it not the same as the other 6 Divisions?  
Not really sure on that either!

3.  The 9000-series unit numbers belonging to non-VSP vehicles does apply 
throughout the state.

4.  Only select VDOT vehicles have VSP radios in them.  They're generally 
limited to residency managers that oversee interstate areas, or have a need to 
contact VSP on a regular basis.  You won't find sand trucks and the like with 
VSP radios.
