[Scan-DC] Classical music on 149.750 mhz

149.75 is the audio for one of the standard cable TV channels audio and you
are almost certainly hearing cable TV leakage. It may be audio background
for one of the systems own channels showing schedule or something. I bet it
is not really NFM. Check if you hear video buzz on 145.25.
