[Scan-DC] Tanker accident 911 tapes

In case you don't read the Baltimore papers, they've released the 911 
tapes and some of the initial radio traffic from the massive tanker 
accident on 95 the other day.  Bit of a confusion evident as to where 
the wreck was (who had jurisdiction) and in the procedures necessary 
to bring in foam trucks from BWI.
