[Scan-DC] Poss Jumper at Bay Bridge

At 1640 EST CG Station Annapolis advised a Coast Guard vessel that Maryland 
Transportation Police have found a car stopped on the Bay Bridge with no driver 
and the enigne running. 

Dept of Natural Resources is scrambling a rescue boat and CG Station 
Annapolis is trying to coordinate efforst between the CG and other jurisdications 
involved in what is being characterized as a possible suicide.
