[Scan-DC] Hughes fiber optic testing

Hello group,

Was out and about in the car today and saw what appeared to be an older 
ambulance converted into some kind of work truck that was labeled Hughes 
Fiber optic testing. It was parked very close to the intersection of rt 
355 and ridge rd (rt 27) on ridge. It had a cable running out of a 
little door in the back than ran into a hole in the median. I got a 
couple of digital photos of the van as I passed by. Being that it was an 
old ambulance it still had the emergency equipment on it and the lights 
were in operation and it was surrounding by cones. No visible atenna's 
that I could see - and no one standing outside or near it. On one side a 
cabinet door was open and it had a portable generator on a slide out 
tray that was also in operation. I can the scanner on scan and was not 
picking up anything radio emitting from the truck.

Has anyone seen this before or have any thoughts??
