Have I just been living under a rock to not know about this? Does anyone
have information on timing?
From the Thursday Washington Post Arlington/Alexandria "Extra" Section:
Arlington has spent a sizable portion of its [homeland security] money, $4.5
million, on a new digital mobile radio system that will help it communicate
better with neighboring jurisdictions.

[Alexandria] also needs to spend more than $10 million to upgrade its
antiquated radio system. The system is so old that finding replacement parts
is difficult, Alexandria Police Lt. Eddie Reyes said.
Yet the city has allotted just $2.6 million of the federal homeland security
grant funds to that project and will secure the rest of the money from other
sources, officials said.
The new radio system is "as urgent if not more urgent if not just for
everyday use," said Phil Antonucci, the Alexandria police department's chief
of technology services.
