[Scan-DC] Non-trunked --> Trunked: how widespread?

Well, at least the metaphor isn't extending to an 8-track...

So, should I try to return the scanner?  Or just count myself lucky I didn't
get something even worse?

No.  In th DC area, the metaphor would be more like "You just bought a 
Beta VCR when everybody else is changing over to DVD."  Most DC area 
public safety agencies are switching their radio systems over to  
APCO-25 _digital_ trunked systems.
