[Scan-DC] MPD "Mysterious" data noise

The Montgo system is supposed to have a GPS locator for police and fire, but
they seem to be having trouble with it.  (Doug, you're right.  Those
problems were part of the delay for the cutover).

There are others who monitor this list who should know much more.  Joe B:
