[Scan-DC] RFI Investigator?

This afternoon I drove by a blue van that said "RFI Investigator" on the 
side and had lots of antennas on the top.  It was parked at a construction 
site on Goshen Road. (sort of Montgomery Village)  Any ideas what this 
is?  I had a vague memory of a discussion on this topic, but couldn't find 
a message.  I guess I'm wondering who the investigator works for, nmore 
than what he/she might be doing.
