There is more than one "ring." Penetrating different levels provokes
different responses.
Also, in addition to the "temporary" flight restriction zone around the DC
area, there are pop-up restricted areas that are activated with very
little notice. In some cases, a pilot may leave his home airport for a
distant destination (after receiving a full briefing wherein his entire
route is vetted and cleared) only to run into one of these short-notice
restrictions that is activated along his route without prior warning.
It's not always the pilot's fault.
However, the most recent goof by the Mooney driver was inexcusable.
