[Scan-DC] More on skip

Wow, it's funny that it's happening this time of year.
 Two and a half years ago the same thing happened to
me on 39.40.  I'm sure most of the list member
remember.  I managed to QSL the California Highway
Patrol.
Here's a copy of the letter I received:

In my letter, I asked if they had any plans to expand
to the new 700 MHz band or possibly go to a P-25
system.
