[Scan-DC] Scanner Magazine review

Good morning.  Rich Carlson compiled the following review of three magazines
devoted to scanning and radio monitoring.  Thought the group might like to
see it.  I subscribe to Monitoring Times from Grove.  I like it, but it does
get a bit too technical sometimes for me to appreciate.  A couple members
from SCAN DC are contributors  to Monitoring Times.
