[Scan-DC] MPD System and BC250D

I don't know if this applies to everyone listening to the MPD system
with the BC250D, but when I listen with a weak signal, I get lots of
false talkgroups.  Several times, I heard the primary district channels
on talkgroups other than their assigned ones (164xx and 165xx).  At this
point, there appears to be little use of Tac or other secondary
channels, so if you're getting lots of unusual talkgroups, you might
want to be suspicious of those.
