[Scan-DC] Helping Dominion Power

 Pick a name..Let's see...within the past 15 years VEPCO has changed its
name to Va. Power....basically because of a poor PR image...strikes, etc.
Then there were more strikes and the ice storm of 1998...some bad PR about
that also.....let's change the name again to Dominion Power and maybe the
public won't realize we used to be Va Power and VEPCO.  Each name change
cost millions of dollars to change vehicle logos, stationary and other
administrative whatever.  Guess who eventually pays for all of that
unnecessary name change?  It ain't FEMA.  VEPCO by any other name still is
VEPCO.
