[Scan-DC] Potential 250D Problem w/DC Trunk

I don't think this is unique to the Unidens.  This is a problem I've had
with all my radios, some worse than others.  I had a mobile Midland mounted
in an old Chrysler K-Car (Reliant) that always had an open carrier on the 3D
Zone.  I had to keep the Monitor (CTCSS) button activated to not be annoyed
by this.  If you're sensitive to this as I am (hearing wise), you can hear
the noise in the background of the transmissions on the issued Motorola
portables.

Maybe it's just my bad unit, but on my Uniden 250 the DC PD frequency
for 3D, 460.025, is not functional. I hear a constant sound, which
sounds like a combo of an open-carrier and electrical interference, but
it's fairly strong.

This appears to be endemic to the radio and not just a local issue with
something in my house or Virginia neighborhood since I get the identical
interference throughout the DC area as well as in places far from here
-- such as Pennsylvania, Massachusetts and New Hampshire.

Just a warning to everyone as DC Police go trunked. On the up side, the
250 has no interference problem on any of the other DC Police 460
frequencies. The interference or birdie problem or whatever it is occurs
only on 460.025
