[Scan-DC] Condition Red

The system didn't crash & worked well.  CAD & station alerting were OOs for a 
short period of time but the 800 system did not fail.  The PSCC was upstaffed 
as were all the stations.  So even under condition red, they were taking 
routine information (poles/wires down) on a seperate talkgroup.  In all I'd say 
there were approximately 20 talkgroups being used by MCFRS alone.
