[Scan-DC] MSP's New Frequencies

I agree!! Having been a scanner enthusiast for something like 25 years, I
can say that it sure sounds to me like all the local agencies, that used to
be on low band and hi band, have had more and more trouble as the
frequencies go higher!
(Note that the US Navy uses ELF (extra low frequency) to communicate with
submarines, I think!)
But I had heard from a friend (retired Montgomery firefighter) that this
entire movement to higher frequencies for emergency radio service was
somehow mandated by the FCC - anyone know if there's any truth to that?
