[Scan-DC] Hurricane Isabel

14.325 mHz is the frequency used by the ham radio hurricane tracking net.
The National Hurricane Center usually has its ham station up on this freq,
along with stations providing reports from the affected areas.  The net is
activated for all hurricanes.  Transmissions are in upper sideband.
