[Scan-DC] Railfans Welcome Database Website Update

The Railfans Welcome! Database of railfan-friendly train watching locations 
<http://www.railfanswelcome.com> has been updated with another 28 locations, now 
totaling 323 locations in 39 States and the District of Columbia.

I need your help in adding more locations to this database. A message on the Midrail 
Yahoogroups email reflector reported increased problems with local police hassling 
railfans in a very popular area in Nebraska on Saturday. It is my hope that this 
Railfans Welcome! database will help railfans find locations to watch trains without 
such problems.

I would appreciate your opinion on this: Should I add a "blacklist" of locations to 
avoid where railfans have been hassled by local or railroad officials?

As always, your suggestions for additions and corrections are greatly appreciated by 
myself and the railfan community.
