Just answered my own question on google. Apparently it is a
medical/chemical abbreviation for ethyl alcohol, the kind which you drink.
In other words, it's the professional way to say "this guy is drunk."

Subject: [Scan-DC] Meaning of "ETOH"
Anyone know what "ETOH on board" means? I've heard this several times on
Loudoun County fire/rescue channels. Have also heard it while listening
down at Nags Head.
Seems to be related to substance abuse in some fashion.
