[Scan-DC] Civil Air Patrol photo mission, 10 Sep 03

In the late 1600 hour CAP Flight 9210 (probable Cessna 172), from the Civil 
Air Patrol's Middle East Region was conducting a photo mission in the area of 
Andrews AFB/Washington DC.

CAP Flight 9210 was working with Potomac Approach (119.3-Andrews) at an 
altitude of 2,000 ft. At the same time CAP Flight 9210 was also working with an 
unidentified ground control (not heard) on 149.5375 NFM. 9210 informed the ground 
control that they were taking photos faster than they could transmit them to 
the ground. The aircraft gave no indication of what the photos were.
