[Scan-DC] Water rescue in MoCo

Hi,

Yes it went out as a water rescue - but turned out to just be a stolen car 
that probably someone dumped there.

No fire rescue units were required - 1 or 2 of the cops stayed to make sure 
someone towed it out of the lake.
