[Scan-DC] DC CAP

A airliner came up on Guard (121.5)about 15 minutes ago.  Only heard bits of
a conversation and heard confirmation to switch to 127.42.  Later heard a
conversation on ARNIC (131.7)  of a pilot talking to his company dispatcher.
The pilot stated that he had just departed Dulles and had a first-class
passenger get up from his seat and go to the lavatory within the 30 minute
restricted window.  The passenger was challenged by the crew and he did come
out and returned to his seat.  A note was passed to two air marshals who
were on board who did not take any action.  The pilot was debating if he
should return to Dulles.  He could not hear his dispatcher and switched to
the company e-mail.
