[Scan-DC] ITAC frequencies

  Jeff and others - I have the freqs for both the COG and ITAC systems
documented on the CHM fire/ems page at:

  In addition, I have a copy of the FCC working document which seeks to
rename these freqs to RINS (Regional Interservice Channel) in line with the
yet-to-be-seen 700 mhz trunking migration.  It also outlines the uses of
the ITAC channels; more to the point, an item I forgot to put on the page
that the ITAC channels are supposed to use a 156.7 PL.  I'll add it the
next time 'round.
