[Scan-DC] Montgomery County

They were planning on ending the simulcast as soon as they completed the
installation of 800 mHz equipment in all police units.  As I write this, I'm
hearing transmissions on 450 mHz channels 1,2 and 4..so as least some
simulcasts are continuing, for the moment.
