[Scan-DC] "Motorboating"?

All,

When listening to Montgomery Fire (I'm still listening on the VHF patch), 
will occasionally a "motorboating" sound (actually sounds like a fire truck 
engine idling!)... I know there was a post about this a few months ago here, 
but I'm sure I'll never find it!

So if you don't mind a repeat, what causes this, and is it only us analogger 
VHFers that are hearing it?  Or do they also hear it on the 800 digidital 
channels?

If I remember right, it may have something to to with the D-->A conversion?
