[Scan-DC] 269.425-???

I hate to reply to my own message, but 269.425 is one of the Norfolk
approach frequencies. It's used in the southern and western part of the
approach territory. The IFR supplement shows it as the UHL parallel for
Norfolk approach at Elizabeth City and Franklin.
