[Scan-DC] 143.6 FM-??? & 143.425 FM-???

Folks, 
Another one of my unknowns. On 143.6 as well as 143.425 FM I am getting
comms which appear to be from Security at one of the local Bases. The PL I
see the most is 103.6. I am sure it is not PAX or Webster Field.

I have not tried then as a trunked system yet. They are not listed in the
TrunkedRadio.Net database. 

Some of the call signs used today were:
GATE 4 
ROVER
DISPATCH
PC-1
PC-3

Can anybody clue me in as to who this is?
