But LNG developers must overcome public worries about the danger posed by
a possible terrorist attack on one of the tankers or a processing
terminal.

After the Sept. 11, 2001 terrorist attacks, the Coast Guard temporarily
halted LNG shipments into Boston harbor. Anxieties about terrorist
threats helped kill a proposed LNG facility planned by Royal Dutch/Shell
and Bechtel Group Inc. for Mare Island, near Vallejo, Calif., at the
northeast end of the San Francisco Bay. 

The LNG transports traveling up the Chesapeake Bay will be under Coast
Guard protection, with other craft ordered to keep at least 500 yards
away. The same security zone will extend around the tankers while they
are unloading at Cove Point (the Coast Guard may agree to fishermen's
requests for a smaller keep-out area while the dock is empty). 

A successful large-scale terrorist attack on an LNG tanker or terminal
could cause leaking LNG to vaporize and ignite, producing a brief but
vast and intense fire whose heat would burn people and set wooden
buildings on fire up to two-thirds of a mile away, according to a study
by James A. Fay, a retired Massachusetts Institute of Technology
professor.

Concerns about terrorist threats should not impede LNG expansion, Delano
contended. "Speaking very broadly, from all the information we have, we
believe LNG can be used safely in the United States. Generally, we don't
see LNG facilities as likely or credible terrorist targets," Delano said.
