[Scan-DC] 383.3 In Mid Atlantic area

Folks,
I have been picking up comms on 383.3 off and on for the past few days. The
aircraft appears to be doing communications testing. Anybody have a clue as
to what this freq has been used for in the past? 

It is a helicopter in the PAX RIVER test areas.
