Had you heard it used recently?  It used to be the air-to-air freq used by
the traffic airplanes in the D.C. area before Metro Traffic took control of
all of them.  Then it became hit and miss.

I hadn't heard much on it recently, but maybe it's just my radio.  I hear
lots of helo-to-helo chatter on 123.45, both public safety and some media.
