From Dispatch Monthly Newshound:

After months of quiet, there's more news about Fauquier County's (Virg.)
controversial 800 MHz radio system: its expected August go-live date
isn't realistic. Heck, testing probably won't start until May 2004. The
county hasn't obtained 2 of the needed 5 antenna sites, which will push
back the contract's stated start-up date. Critics say it's just another
episode among many, including paying too much for a UHF system that won't
provide sufficient coverage for the county's law enforcement, fire and
EMS agencies. There's even talk that costs will increase because the
county will have to store unused Motorola radio gear until the it can be
installed.
