Yes.  I managed to catch some TSA traffic at BWI on 172.9000 a couple
of weeks ago.  They are using Digitial (APCO 25 ASTRO) radios.

The following frequencies have been reported in use nationwide:

  172.1500 APCO 25 Astro Simplex
  172.9000 APCO 25 Astro Repeater (input 169.3000)
