I believe that "Ground Metering" controls the flow of aircraft pushing back
from their gates.  The process would be: The aircraft gets its flight plan
approved via Clearance Delivery, switches to Ground Metering for approval to
"push, " switches to  Ground Control as it moves out of the "alley" behind
the gates and onto the taxiway, then to Tower frequency once the aircraft
reaches the departure end of the runway.  I've listed to "metering" several
times while sitting onboard United Airlines flights departing Dulles.
