I was referring to 460.100, 460.450, 460.400, I used to be able to hear them regularly (loud and clear)here in Southern MD. For about a month, now I can't hear them. Just wondering what was up. Solar flares or other natural phenomena? Change of season?!

Which Tactical channels do you mean? There are Talk Around Channels (TAC)
and Tactical channels that are assigned one per district. So you have TAC
channels 1 2 and 3 that are used for unit to unit communication in the field
and shared by the seven districts. The Tactical channels that are assigned
to the districts are rarely used except in specialized applications. They
are good for about a four block radius. If you're not in the immediate area,
you're not going to hear them. Some (most) of the radios can also switch to
a low power mode on the regular channels for the same effect as the Tactical
  channels.
