   Sounds as though this fellow, Rychilk, was made an auxiliary
deputy specifically in order to enlist his services in a legal
manner.  I wonder who is responsible financially in a liability
situation, say, if the chopper were to crash or otherwise destroy
some personal property, or worse, take a life or result in injury.

   I am reminded of the Loudoun County situation wherein a citizen of
that county owned a few military assault and armored transport
vehicles, and had a deal with the county for their use.  I believe
that arrangement exploded into controversy.  Such things can become
quite dicey, especially if the 'donor' might get a bit too much
gung-ho and lose perspective.
