[Scan-DC] Fairfax County Fire Dispatch

Tried listening for a short while yesterday, but it seemed to be irregular.
There were a few times I would hear alert tones, but could not here a call
after the tones.  I did hear some calls with voice, though.

Also, seemed to be pretty quiet.  I would have expected a lot more calls for
FC compared to what I'm used to hearing for Loudoun.
