You are probably listening to the folks running the
"Cherry Blossom 10 Mile Race" which is scheduled for
today.  I was entered in it but ended up having to work
this today.  I think Capital City Running Company is
hosting it and the frequence is probably their business
radio or FRS.  It is not a ham frequency.  the 70 cm
band high end cut off is at 450 MHz.
