Karl,
Because of Monongahela NF's proximity to Sugar Grove,
and being partially inside the National Quiet Zone, I
would expect them to remain on 38 MHz.  

Migrating to VHF-Highband might not even be an option
for these folks...

Has any one seen any threads on a possible new radio
system for Monongahela National Forest in the Potomac
Highlands of WV? I saw an article in the national fire
plan page about a "new" $250,000 radio system there.
