[Scan-DC] 225.15 & 284.15 in Southern MD Area?

Can anyone possibly provide me with a little input on 225.15 & 284.15? I
live in Southern MD and hear verbal comms but the transmissions are =
always
only a fraction of a second each. I suspect they are HQ freqs but from =
what
I remember HQ freqs seem to fire up for a much shorter amount of time =
than
what I see on these freqs. I can almost catch a whole word on these =
whereas,
if memory serves, I could not do so on HQ freqs.

I was able to catch enough audio today to lead me to believe that Jaws =
is
using these while in the DC CAP for encrypted comms. Not certain on that =
But
I thought I could make out the Call sign today.
