[Scan-DC] OT Cell Phones and Hands free in VA

While I was driving in Virginia last Summer I called a
buddy of mine who works for Verizon Wireless. He warned me
that Virginia made cell phone use illegal without a
hands-free kit of some sort. So it was public knowledge
back then.
