On the subject of Virginia Laws, yes Virginia does have a scanner law. It
was enacted in 1992 and only applies if you have a scanner in your
possession during the commission of a felony. Allen Cole and I sat thru the
General Assembly  committee hearings on that one, quite entertaining, one of
the legislators commented, "Who the hell is going to worry about a
misdemeanor while committing a felony, why are we wasting time here". It all
came about over a "peeping tom"

This is the law as it appears in the Code.

� 18.2-462.1. Use of police radio during commission of crime.

Any person who has in his possession or who uses a device capable of
receiving a police radio signal, message, or transmission, while in the
commission of a felony, is guilty of a Class 1 misdemeanor. A prosecution
for or conviction of the crime of use or possession of a police radio is not
a bar to conviction for any other crime committed while possessing or using
the police radio.
