I did a search in the Code of Virginia reported to be current thru March
13th,
Searching under cellular telephones, cell phones and hands free, no hits.
Next I searched under the bills presented at the 2003 session and found one
bill to be introduced, this only dealt with the recycling of electronic
equipment.

Following is part of that bill.

2. "Electronic equipment" means devices that contain complex circuitry,
circuit boards or signal processing, and that contain hazardous materials
that may pose a risk to public health or the environment if discarded as
part of mixed solid waste or disposed of in a solid waste management
facility. Electronic equipment includes, but is not limited to, cathode ray
tubes, computers, televisions and cell phones.

For now I am inclined to believe that Virginia has no laws regarding the use
of cell phones while driving, at one time some lesiglation was afoot to
prohibit the use of hand held phones on interchanges/cloverleafs when
exiting or entering highways. I don't think that got off the ground.....
