[Scan-DC] Update Montgomery County wreck - Haviland Mill Road

Command now advising that the patient has been extricated, and that Trooper 8 
will transport both patients to a trauma center. Holding all units for 
another 15 - 20 for cleanup. This may have been a pedestrian struck by a 
tractor trailer. Extrication was handled by MCFR Squad 4 and HCFR Rescue 5.
