   I was listening to the CAP transmissions last night, and it did
seem to be an exercise.

   For what it is worth, if these CAPs and training exercises are to
continue in perpetuity, as they apparently will, I'm going to move
from this area.  I absolutely know that I get far less sleep because
of the incessant roars that go on all night, and not meaning to make
a pun of it, I am getting real tired of it.

   My personal opinion is that the CAPs are of far more PR value in
helping to create a wartime atmosphere that in thwarting any
airborne attack upon Washington, DC.  "They" have already done an
airborne attack.  "They" won't use that method again.
