[Scan-DC] web pages need "last updated" stamp

This is precisely why a web page should bear a date of
last update.
I don't know how many web pages, some even presenting press releases,
use relative references such as "yesterday" or "last year" without
telling you when the damned thing was written. Now how am I supposed
to know when "yesterday" was when they haven't told me what today is???
An "updated" stamp would let the browser-person know how dated the
info is. Although with railroads being a 150+ year-old industry
change comes mighty slowly for them. :-) Rest assured that most
of those RR freqs are probably still in use as listed.
