[Scan-DC] Update Alexandria Landmark Mall Suspicious Item

At 2152 hours, Arlington bomb techs blew the device in place. At 2202 hours 
the item was declared safe.  Some PD units remaining on the scene to maintain 
a perimeter and evaluate the device.

All fire units clearing the scene.
