I've checked a PerCon from 1995 and another from October 1998 and
can find no record of callsign KFE564.  Same for a 2000 Police Call.

However, KSE 564 is (was?  in 1998 and 2000, at least) assigned to
Montgomery County for a set of UHF frequencies.

Is it possible you mis-heard an 'F' for an 'S' ?
